Who runs this site
Start a Home Care is run by Jimmy Pennell. He publishes the free guides on this site and the digital planning products sold here, including the Home Care / Medicaid Waiver Startup Pack.
Why this site exists
The packs and guides are for people who want clearer checklists and draft materials before they talk to counsel. They are not a substitute for licensed professionals.
The goal is simple: to give people starting a home care agency a clear, honest map of the work, with the separate projects spelled out in plain language, links to official sources, and reminders about where state rules and professional advice come in.
What this site does
- Publishes free, plain-language guides on starting a home care or Medicaid waiver agency: licensing paths, provider enrollment, hiring, budgeting, EVV, insurance, and more
- Links to official federal sources where we cite them, and marks state-specific details as things you need to confirm locally
- Sells a small set of our own digital planning products
What this site doesn't do
- We're not a law firm, CPA firm, insurance agency, healthcare consultancy, or government agency.
- We don't give legal, tax, medical, nursing, employment, or regulatory advice.
- We don't prepare or file license or Medicaid applications, and none of our products are filing-ready applications.
- We don't promise licenses, enrollment, clients, or revenue.
- We can't answer questions about a specific client's care. Please don't send us protected health information.
How we write and check our guides
- Plain language first. Each guide should be useful on its own, whether or not you ever buy anything.
- Federal facts are cited. When a guide states a federal rule (for example, from CMS, the IRS, the SBA, or the U.S. Code), we link to the source and note the date we checked it.
- State details are flagged. Home care rules vary by state. We don't publish another state's fees, timelines, or requirements as if they applied everywhere. We tell you what to confirm with your own state.
- No invented numbers. We don't publish made-up statistics, wages, costs, or approval timelines.
- Updates. We update a guide when we learn a cited rule has changed, and each federal citation notes the date we checked it. If you spot an error, email info@startahomecare.com.
- Review. Guides are not reviewed by an attorney or clinician; they are general education.
How this site makes money
We earn money in two ways:
- Our own products. We sell the Home Care / Medicaid Waiver Startup Pack ($199), the ebook Start a Home Care Agency: The Owner's First 90 Days ($19), and the Medicaid/Waiver Visit Log ($19). Links to them go to our own listings on Gumroad and Etsy, and we earn money when you buy them. These are not affiliate links.
- Advertising. Some pages show ads served by Google AdSense. We don't choose individual ads, and an ad on this site isn't an endorsement. See our Privacy Policy for how ad cookies work and how to opt out.
Neither source of income changes what we say in the guides. Guides mention our products at most once, near the end, and only where relevant.
